Please see Agent System Redesign for more information on an upcoming redesign and why the current Users & Groups are flawed by design.
Moderators were originally suppose to have a different purpose but it never got implemented and won’t. The entire permission system is being implemented in regards to the spec linked above. I would just completely ignore the mod role.
